republicans in this fight than grover norquist. he's here to dish on the debt and deal in taxes. and big money, big problems? mitt romney's campaign is debt free, but where is all that money coming from? we'll tell you why it could add up to a little bit of trouble for the republican front-runner. good morning, it's monday, july 18th, 2011. i'm chuck todd. just 15 days until default day. let's get right to my first reads of the morning. it's a week of public spectacle and private wrangling. efforts to get a big debt deal done has failed. >> when you look in the past at agreements between divided government, it's taken leadership on both sides. it took reagan and o'neil. it took clinton and gingrich. the president is out there. he's willing to do it. he said it in the state of the union, he said it in the budget. the question is, do we have a partner to work with? and i hope the answer to that is yes. >> this week we'll see a two-track process. publicly, leaders will get a few votes out of the way to allow conservatives to get on the record on a balanced budget amendment and set the table that

>>> good thursday, everybody. i'm contessa brewer covering the big news coast to coast. we begin with breaking news out of texas, where authorities have arrested an army private assigned to fort campbell, kentucky. officials found bomb-making materials in his hotel room. that arrest came after someone reportedly overheard the private threatening to stage an attack on the army post at fort hood. fort hood was the scene of a deadly shooting attack in november 2009. major nadal hassan is accused of killing 13 people and wounding dozens of others. pete williams has the latest from washington now. pete, what do you know about this arrest of the private? >> reporter: right. well, good afternoon. you saw killeen, texas on that map. that's where he was arrested. he's a private first class assigned to fort campbell, but arrested in texas yesterday and according to law enforcement officials, what happened is he went into a gun store in killeen, texas and was asking questions that the gun store owner thought was suspicious. he was also buying smokeless powder which can be used for a variety

cameron himself. no break in this london fog. give the prime minister a hurrah. i'm chuck todd. the big, brand new nbc "wall street journal" poll, and the revived gang of six which the white house is seizing on to give new life to the president's push for a big deficit reduction deal. the bipartisan group's proposal is still in outline form. they would reduce the deficit by 3.7 trillion over the next decade, cutting discretionary spending, defense spending, overhauling entitlement programs, rewriting the tax code by lowering rates, getting rid of deductions that overall would generate a trillion dollars in those deficit cuts. the plan got an enthusiastic reception from the white house and senate rank and file. watch. >> we now have a bipartisan group of senators who agree with that balanced approach. we have got the american people who agree with that balanced approach. >> 49 senators came to the room, and you know what, there were no fist fights, there were no -- there was no swearing. >> i think they're creating a vital center on what is the most important issue facing the country. >>

finally came out publicly with a bipartisan, big, tough plan, a framework for how to deal with our very real challenge with our record deficits and debt. it's my hope that the senate will consider cut, cap and be balance, defeat it and then put a responsible plan on the floor, one that shares the sacrifice across all the areas of our budget and that puts forward the kind of framework that everyone can support. bill: okay. on the cut, cap and balance, so you agree with harry reid that this is a waste of time on a balanced budget. why would a balanced budget amendment when polls show 72% of those surveyed favor it, why would you be opposed to that, senator? >> i don't speak for leader reid, obviously, but what i think the leader was suggesting was that with ten days left until we default on america's mortgage, we should be focusing on things that have a very real chance of passage in both houses and that can avoid the catastrophic consequences of defaulting on america's debt. i think leader reid and many of us in the senate are concerned that if we simply keep ping-ponging back and forth

have a big jump in revenue. obama has been saying let's thai the bush tax cuts are going to lapse and we are going to extend the ones for the middle class. republicans are afraid to let him do that up front. it would kill momentum for a tax reform. >> but, but, but why just get rid of the bush tax cuts. if they are so awful, why not get rid of all of them. get rid of all of them for everybody. if tax cuts are the worst thing ever, the bush tax cuts, get rid of the bush tax cuts for everybody and raise billions in revenue. >> right. i think we could probably figure it out sitting around the table. i don't think it's that difficult. they are locked in in political terms. it's a much different issue to them. you can make rational compromises and deals here. the problem is, how do they do it. what's happening is they are at the point where they realize the consequences. at some point, they realize they have to do something other than hold the ground saying this is it. we're not going to change anything. we are at that point and we have little time to work with. >> howard dean, look wh

house back to the table, back to talking about something big. now, look, we still got a long ways to go. it's a weekend of sales jobs going on right now that actually began last night when the president had the congressional democratic leadership over to start talking turkey. so that brings us to the other sticking point, the actual substance. everybody has to figure out what to cut. this isn't going to be as easy as folks think and both sides are moving toward a deal that would include a trigger to assure mutually destructive politically when it comes to the two big items being kicked to committees or joint committees and that's still being figured out, tax and entitlements. one incentive plan would kill bush tax cuts for the rich and key portions of the new health care law if somehow the reforms for the tax code and social security and medicare weren't agreed to and implemented by january 1st, 2013. the question is, is the penalty on the bush tax cuts sort of the idea that you're kicking this down, is that going to be enough to assuage some democrats who believe there's too many cuts

the battle on a short term debt ceiling because we can't put together a big one in one week's time. and you noticed the president had no statement in there, "i will veto a short-term debt ceiling." what happened to that? >> he didn't have that. i was wondering if you would allow if you ear in the president's position or advisor, you advised many presidents before. would you not tell him to stand up to his opponents? >> i would not tell the president of the united states to veto a short term debt ceiling. if, as a result, i'm going to throw my country into default over what? the president is willing to accept a clean debt ceiling with nothing. now boehner is going to give a debt ceiling with $1 trillion in cuts. why would he reject the good because it's not the best? >> my advice -- i think, pat, we've had this discussion on the show. pat and i sparred a bit in the last two weeks. i think pat, unfortunately, for the democrats standpoint is right. i don't mean you're right. you're more right this morning than wrong. if the president has to accept a short term plan which is looking more and mo

-term deal. let's look for the big fix. the president says, luke, let's go for the big fix and now the republicans are going, wait a minute. what gives? luke. >> politics is the art of the possible. a lot of folks on capitol hill feel right now that a short-term solution is the only thing possible because of the eight-day time window that you mentioned. that being said, there are two very different plans which you talked about in the introduction which are going through capitol hill right now. speaker boehner plan is going to have an extension, which gets us through the wipter. i'm told that speaker boehner's going to brief his house republican conference at 2:00 p.m. about the details of that plan. won't get extremely specific. then for all intensive purposes it looks from discussions i've had with certain aides that you can see as early as wednesday a house of representatives votes on speaker boehner's plan. harry reid is going to go his own way with a $2.7 trillion reduction plan across the board. both of these contessa are different than any of the grand bargains. reid's extend

. luke, what kind of response are lawmakers getting today on capitol hill? >> quite a big one, contessa. we can report that earlier this morning the house call center the communication arm of the house in charge of all the house telephones sent out an email to members saying quote, due to the high volume of external calls to the house telephone circuits they are near capacity. some members should be receiving busy signals. several house websites crashed specifically that of speaker of the house john boehner. the question is whether or not it will transfer into some sort of change of what the status quo is right now and that really is both sides digging in quite rigidly on their plans. democrats supporting harry reid's plan the $2.7 trillion cut across the board. republicans in favor of john boehner's plan, with an extension of the debt limit. that's where both sides are still very much. >> kristen, let's talk with you about where the white house goes from here. can they capitalize on this? the people are willing to go online -- i had trouble getting on the house website today maybe not

was apparently trying to do, get a big deal in a balanced way. so, that's the good news. again, the details still have to come out and senator durbin, a member of the gang of six said yesterday, they don't have legislative language. the question is, you know, what can be done between now and august 2nd, if anything with the plan or do we need to continue to proceed with a back-up plan, plan b. >> chris, i was going to ask earlier, last hour to steve rattner who was here and suggested if the plan were to go forward, there would have to be a month or two month extension to allow the committee chairman and chairwoman in the house and senate to do their business. this would be the most dramatic reform of entitlement since the reagan era. there would have to be an extension of time for the debt ceiling, would there not? >> i think it's right. we would have to work out some interim arrangement to proceed down that road. again, exactly what the time line would be and that question would remain to be seen. the good news is this provides some additional momentum to the idea of getting something big done.
